Practical guide - guidelines on the risks threatening the life and health of children and for ensuring their safety in public places. The document was developed by an interdepartmental working group at the initiative of the State Agency for Child Protection, in which representatives of the State Agency for Road Traffic Safety, the Ministry of Internal Affairs, the Ministry of Education and Science, the Ministry of Health, the Ministry of Environment and Water, the State Agency for Metrological and Technical Supervision, the Consumer Protection Commission, the National Company "Railway Infrastructure", the Bulgarian Red Cross, the National Electricity Company, "Irrigation Systems" EAD, etc. participated.
The document will be distributed and accessible to adolescents, parents, guardians, teachers, psychologists and all interested parties through the institutions participating in the development of the practical guide. It contains specific instructions for action and prevention of risk for a child/children in the event of crisis situations. An adequate response is indicated in the event of a different situation that threatens the safety and security of children (how to act, who to contact, etc.). The document also presents guidelines for explaining to children the risk factors leading to damage to health and moral development. A description of the legal framework is provided, which regulates the conditions and procedure for specialized protection of children in public places and the administrative-punitive provisions for violation of certain regulatory obligations.
The practical guide contains several sections - protection of children in public places, rules for using public transport, rules that must be followed by children as participants in traffic, organizing and accompanying groups of children, rules for safe behavior in railway transport areas, rules for the safety of children when using goods and services - toys, pyrotechnics, radio equipment, elevators, electrical appliances, prevention of the use of alcohol and drugs, vapes, laughing gas, etc., specialized protection of children in commercial establishments and in the online space, recommended screen time for children, safety rules for unguarded water areas, fire prevention, rules for behavior in disasters, storms, earthquakes, chemical and radiation pollution. Advice is also given on providing first aid for frostbite, burns, and fractures.
The practical guide will be monitored periodically, with opportunities for supplementing and maximally updating the document. The purpose of the prepared document is to reduce the number of cases of children being injured in various situations and to increase awareness among children, parents and society, as well as to prevent all risks for children.
